Missing ballots for some contests

Contest id 500086 refers to ballot id 500608, which does not occur in the 
file.

School board and board of supervisors. Interesting.  Have a call at 1:30pm with 
BoE. 
Hopefully can fix.

Still, only 5 missing ballots...that's pretty good.
