Bad mouse hit testing after panning map in Firefox 4 #27

In Firefox 4, if you pan the map, mouse hit testing does not follow the pan 
offset - it tracks the mouse as if the map were in its original unpanned 
location.

All other browsers need to be re-tested for this problem, since the bug fix 
could have affected additional browsers. Quick test: select any province in the 
province list, and see if the mouse tracking works after it zooms in to that 
province.
