submitted VIP does not appear in XML feed of submissions #1

After submitting a VIP feed, it does not show up in /submissions/all/feed/2.
There is no button to submit a feed for processing /submissions (my 
submissions) and as a result it is never marked 'published' by Drupal.
Right now the only solution to get it in the submissions feed is to publish it 
manually as a site administrator.

All VIP submissions are now automatically marked 'published' immediately upon 
submission.
