This is caused by blank start_house_number tags causing the file to misparse.
i'm working on making it ignore them, but it would be easiest to fix the feed
since they are invalid anyway.

Let's work at it from both directions. Jared can you contact the engineer who
creates the CA feeds?

Oops, forgot to check to make sure feed was syntactically valid...new CA feeds
are. Jared is now owner of this bug, which should practically resolve itself.

This is actually a vendor feed (one of two that hold the majority of data for
CA). This developer is not planning to make any more changes to their software
before the election. I need to manually change these when they come in.
However, the FTP location should be pointing to vipFeed-6029.zip (i.e. the
fixed file). We'll make the change and retest.
