API not reporting Mail-Only precincts #21

1. What is the address that you searched for?

2. What part of the information is inaccurate?
The feed has a mail only tag, but we don't tell the user that -- because the 
API doesn't tell the gadget

3. What should be displayed instead?
Some sort of mail only flag in the API

cc'ing MG as a heads up for this API change.

CO changed their feed...will try to find better example. Until then, don't try 
to fix.
