Gadget shouldn't promise candidate info when not available #22

Gadget always reports "View Candidates and Details" should just say "View 
Details" when no candidate info available.

test address: 6347 NE DOUGLAS TER ARCADIA FL 34266

That test address has ballot info now, but I added the code to check for no 
ballot info and display "View Election Details" instead of "View Candidates and 
Details" in that case. If you have another address you could verify this with, 
that would be great.
