Gadget wording misleading users

"Or enter your home address for local info:"

should read

"And enter your home address for local info:"

because if you don't enter your address and hit search, it takes you to the 
sample address.

So either change functionality or wording.

We should remove the state dropdown bar at the top and the copy should say: 

Enter your home address where you are registered to vote to find your election 
info:

Removed the state selector and tweaked the prompt a bit so it now reads:

Get your election info! Enter the home address where you are registered to vote:

The change takes effect immediately in existing gadgets (even if they had 
customized the previous prompts). It will take about an hour for the new option 
to show up in the gadget customizer - it will still show the old prompts until 
then (and editing them won't do anything).
