location.name used in some feeds #45

There was a legacy tag in the xsd, polling_location.name

Some feeds are using it -- we are canvassing the feeds to try and find out the 
extent of the problem.

If this is an easy add to the pipeline/API, that would be great...it can just 
go in the polling_location.address.location_name slot when the latter is blank. 
 Low priority. Thanks.
