Candidate shouldn't be listed randomly when we know the correct order #48

"Candidates are listed in random order" is not true in Maryland and other 
places where we know the order, right?

Test address: 814 VENABLE AVE BALTIMORE MD 21218

Even if we are randomizing in MD, we shouldn't be.

This is fixed now; if the API contains the order_on_ballot field, it follows 
that ballot order and doesn't display the "random order" message.
