Polling Location Hours aren't pulled from the feeds #51

In Colorado-- the polling location hours are displaying incorrect information.  
Colorado is updating their feed to add polling location hours, but they added a 
giant disclaimer that they don't think their data is right.

NOI can push to source this over the weekend if we need better data.
