Recent files, hide console and frameskip #309

Oh and Im not a devoloper and I wanna hide the console but I couldn't find 
how... (1.0.4 r83)

My FPS display is 30 but game is so slow I was wondering if Frame Skip or 
Double CPU cycle hack (like pcsx2 has) is possible or not...... and yes my CPU 
sux in any term T_T

one more test game is REALLY slow even in 45 fps
Attached my dxdiag and game is TDCFinal2 a repack of MvC2, CvS2, SSF2X, SFIII3, 
SPF2X
I know my CPU is really really bad but I think it can be tricked

You can make the console go away by setting "Emulator.NoConsole" to 1 in the 
config file (nullDC.cfg). Although, on my setup, nullDC overwrote this every 
time I started it, so I had to make the config file read-only, start nullDC, 
then make the config file read-write again.
