Always allow buying / placing of beacons #21

I'd say, just make things more expensive if the eye / tmpl is destroyed! (something like 2-3k)

And for buying : allow buying them at any location?

Maybe this could be the way to 'buy' it : Buy at the eye / tmpl and its 1000, buy it somewhere else and it'll cost more!

Or just replace the eye / tmpl with a 'dead' on :P

Ok, it gets replaced with a dead one now.

Also, I fixed launching nukes on GDI / ion cannon on Nod (using the other team their 'ion control')

Still requires testing, but its done for now. Price is always 1000, but cant buy anymore if it is destroyed.

Also should have fixed disarming beacons at the same time!
