Added the Power Plant (NUKE) and gave it plenty of power. Every map requires one now!

When destroyed, it'll cause the following:

Slower production of vehicles (2x slower atm)
More expensive production (2x as expensive)
Only $1 per second instead of $2 (as long as the ore refinery is alive!)
