That would be really great, unfortunately that's really hard to do as the geographic data only goes down to city level. I discussed something similar yesterday with @PhilippBayer. You could try to find universities/institutions that are so remote that they basically are their own city, so no non-academics will influence the data.

I think the ultimate graph should be the one that correlates scihub data with catalogs of libraries in every city/state. Right now we are presuming that some people do have access, and some don't, but we don't really know. Unfortunately I think that would be possible only for very few universities... (btw, your blogpost is awesome)
