Talkback reacts to side tap when screen is locked #421

What steps will reproduce the problem?
1. set the side tap action to open a context menu
2. lock the screen
3. side tap

What is the expected output? What do you see instead?
The sound for the context menu gets played and the message about navigating in 
a cicrcle gets spoken, which should not happen. This is a regression, was fixed 
in a previous beta then reappeared.

What version of the product are you using? On what operating system?
talkback 4.1 beta on android 4.4.4.
