There is no slowdown for me irregardless of the background. (58-60fps)

I noticed that on nvidia it was faster ;) Dunno if it is wrapper or glide64

Maybe you should test with different audio plugin.
1964Audio(nosync but sounds great) works best for me and I get 58-60fps and
even during heavy animation/3D, it drops to 48-50s for 1/2 sec(no noticeable
slowdown of game) for few frames throughout Scarlet cutscene.
Using Zilmar or Jabo will cause slowdown for most part for the same Scarlet
cutscene.
So, I doubt it is the glide64 plugin or nvidia card but the audio plugin.

The problem with background in this game and few others (e.g. Mystical Ninja)
is known and explained. When camera rotates, all background textures are
reloaded each frame, and there are a lot of them here. It seems that NVidia
cards either can load textures faster or work faster with this texture format.
Voodoo also slow here. If you have plenty of RAM and VRAM, use GlideHQ texture
cache. Select 'Store' enhancement mode with large cache size and GlideHQ will
cache all background textures. Occasionally they all will be cached and
slowdown will stop.
