Enable Cloudflare proxy #2515

Description

Currently, the Cloudflare proxy isn't playing nice with our letsencrypt config. This is annoying. We should work out why so we can enable it.

Possibly related to #2514

Motivation

Attempting this on staging now #2514 is done but I have tripped the rate limits. Will try again next week.

OK I still can't get this working and am not sure why. Leaving for now.
