WhatsApp is still in preview and requires a Facebook Business account so I can't fully test this.
However, it accepts messages from the Twilio WhatsApp sandbox and responds to them. It will still send proactive messages via SMS though (invites and failed checkouts); this is because we need a way of explicitly asking members if they want to use the service via WhatsApp.
The docs reflect that this is untested in the real world.
