Overview

Admins should get notified when new members register so they can see they've done it properly.

Acceptance Criteria

• [x] After a member successfully registers, "%(name) (%(phone)) successfully activated their account at at HH:MM on DD:MM:YYYY" gets sent to the admin groupchat
