This is a lot more complicated than I first thought, and I cannot decide what the right solution is.

My proposal is be to use the "ISO-8601 24hour times" and tag this for tackling after release as part of a co-researched translation ticket. Does that work for you and if so is there a way of making a note in the ADR that it's for tackling later?

Merge this ticket, with a note that we are going with the simplest for now, update date stamps to match that choice if its not a huge pain
Open a new issue with a 'comments-welcome' tag or the like deferring this to other groups to tell us what to do
