Bug: Logic error in setup-RedHat.yml #172

There is a logic error in setup-RedHat.yml Lines 12-18 will never run as the when-Statement in the inner block are oposed to to the outer block. The inner block will never be entered.

after cleaning up, one block level is not needed at all
