Add install by pip #189

Install certbot using pip. It's the only reliable way to get the latest version when snap is not available.

Are there any updates on adding an installation method using pip?

Package managers often provide somewhat outdated versions of certbot for installation, which is why I consider pip as a more preferable installation method.
