You should use php_packages_extra
for custom packages as php_packages
is automatically set and has a few required packages such as php-fpm
which you are not installing using your config.
Basically change
php_packages:
- php5.6-zip
to
php_packages_extra:
- php5.6-zip
Or if you want easier version switching:
php_packages_extra:
- "php{{ php_version }}-zip"

Summary
Description: When I want to change from 7.1 to 5.6 and at the same time add a package, I have to run
vagrant provision
