Manual migration steps

As with any migration project, there are bound to be a couple straggler things that either can't be automated cleanly or are excessively difficult to automate. So this issue will collect the migration steps that need to be performed manually:

• [x] Re-create 'whatido' and 'footer' block:
  1. Go to block layout
  2. Remove broken block
  3. Place again with <front> page setting (for 'whatido') or all pages (for 'footer')
• [x] Change the block layout order so Main page content is below primary admin actions
• [x] Edit 'whatido' block contents and change image URL to use sites/default/files
• [x] Edit 'footer' block contents and change image URL to use sites/default/files (and copy that file in place).
• [x] Add a link to the main menu named "About" linking to /about, with weight of 1.
• [x] Toggle 'comments' label (display 'above') on in the comment_node_blog_post configuration in config/sync/core.entity_view_display.node.blog_post.default.yml
• [x] Delete entire solr search index on live Hosted Apache Solr instance, and reindex everything.
• [x] Test that search works.
• [x] Regenerate the XML sitemap (/admin/config/search/simplesitemap).
• [x] Verify the latest sitemaps are submitted to Google and Bing (see /admin/config/search/simplesitemap/engines)
• [x] Verify that cron is running
