Make sure all .htaccess rules are transferred over to new site #65

My old site has years of baggage from many different domains and migrations... I need to make sure any custom redirects and such are handled on the new site. In #58, I already made sure the .htaccess file will remain custom for my site. I need to compare my D7 .htaccess to my D8 .htaccess.

It looks like there was only one rule that was really important; a site with the domain clk.com-ssl.biz was hotlinking some images, giving gigabytes of traffic to the site per month. So I blocked it. Might as well keep that block.
