Upgrade to Ansible Operator 0.9.0 #5

Right now it's on v0.8.1; there should be no significant changes (well actually no changes at all...) moving to 0.9.0 (at least for what this operator is doing).

Also going to upgrade test environment to K8s 1.15, and pull in fix resulting from https://github.com/operator-framework/operator-sdk/issues/1748
