What steps will reproduce the problem?
1. set list-style-type: decimal-leading-zero to any ol in CSS

What is the expected output? What do you see instead?
In Firefox, Safari, etc. It shows your ol like decimal but with leading
zero. IE 8 supports this but not IE6 nor 7

What version of the product are you using? On what operating system?
Mac. IE8-js

This is not fixable with JavaScript.
