Dotted outline around elements #246

What steps will reproduce the problem?
1. Not entirely sure. The body has a dotted border/outline around it. When 
I click inside my #wrapper container, the outline then is around it.

What is the expected output? What do you see instead?
I don't expect the dotted outline to be there.

What version of the product are you using? On what operating system?
I'm using IE7 Beta 4 inside of IE8, so it renders like IE9.

Please provide any additional information below.
IE6 does not have the dotted border issue...only IE8.

I'm marking this report as invalid. Please provide a test page. I can't 
identify the 
problem without a test page. And can you make the test page as simple as 
possible? If 
you provide a test page then I will reopen this bug.
