Introductory text for the welcome page #26

It should say what this is, what a user can do here and be polite.

There is a text already. What should be improved? Or can this ticket be closed?

In its current form, the ticket could be closed. The search page still has a placeholder text, though. Either we remove it or we come up with some help text. I guess a description of the mandatory parameters (location) and what exactly happens when the history checkbox is (un)checked.
