pin to torch=1.10.0, pyro-ppl=1.8.0, jinja2<=3.0.3 #299

This pins torch to a version currently installed in google colab to avoid any installation errors. Voila is not compatible with the latest version of jinja2(3.1.0) so I constrained it to <=3.0.3
