JobConfigWriter might be generating coordinates in the wrong lat,lon/lon,lat order #17

I don't know for sure... there are a few places in the code base where we have to reverse the order of the coordinates.

We need to investigate this.

It is correct; I updated to documentation in the code to make it absolutely clear.
