Call the "updatelayers" command in asynchronous fashion and only if it is not running already #29

Ah, the diff is too large since the prerequisite branch has not been merged to master yet. Here's the real diff

BTW, the code in this branch is deployed on gemsun02 and working (apart from the fact that the "updatelayers" command is malfunctioning randomly)
