IML definition from vulnerability file #32

This patch adds functionality to the JobConfigWriter class to derive a calculation IML set from a given vulnerability file. This functionality is really only applicable to Classical PSHA calculations.

Did an 'over-the-shoulder' review with al-maisan. I implemented his review comments and he has LGTM'ed this branch.
