OQ installer for Windows in pure 64bit mode #32

Closes #2 and can be a workaround for https://github.com/gem/oq-engine/issues/2306 on a 64bit Windows OS.

This is now possible thanks to @micheles that had removed the C speedups in hazardlib.

Needs manual testing.

If someone wants to test it: http://ftp.openquake.org/windows/staging/OpenQuake_Engine_2.1.0-dev1610181606-64bit.exe (manually remove any previous installation first)

Tested and confirmed that this circumvents the casting error reported in https://github.com/gem/oq-engine/issues/2306
