Port 'opt' standalone installer to Python 3.5 #56

This allows creation of a standalone installer via opt (which includes its own Python 3.5) for Mac and Linux (>= CentOS 6)

After today discussion porting tasks related to moving the installers to Python 3 are for now parked.
