Add start_time and investigation_time to the nonparametric ruptures XML format #3487

They should be attributes of the ruptures, close to probs_occur, as per M. Pagani specs. Moreover the engine should check that the investigation_time in the job.ini is consistent with the one in the ruptures.

Marco says to put this as an attribute of sourceModel. If there are multiple files the numbers must be consistent (defined only for models with nonparametric sources).
