Moved OQ_DEBUG_SITE in get_site_collection #9743

Continuation of https://github.com/gem/oq-engine/pull/9729. In this way, OQ_DEBUG_SITE can also be used in hazard calculations. Also, added a view oq show geohash:lon,lat and changed the formatting of text_table.
