Changed the script to build the global site model #9744

The risk team use a site model DIFFERENT from the hazard site model. Therefore, the script building site_model.hdf5 must be changed to use the CSV files in the global_risk_model and not the one in the mosaic. NB: I am regenerating the file site_model.hdf5 on the machine aristotle-beta.
