Add CC4 licenses to initial fixtures #616

Add CC4 licenses. Closes #606.

@ptormene please check that SVIR does not require any further change to be able to use these new licenses

New licenses have been already pushed on https://platform.openquake.org/admin/base/license/

Please replace "CC BY-NC 4.0" (and associated text) with "CC BY-SA 4.0".
