Uplift has recently been published as a docker container, but needs to be tested against the top CI providers, to ensure it can be offered as a potential solution.

Uplift will no doubt required permissions on these providers to modify and push changes back to any cloned repository.
Your potential solution
Test uplift on all of the mentioned CI providers and determine what changes, if any, are needed to ensure uplift can run on those providers. Create new issues per provider if required.
