Replace instances of "policymaking" #146

"Policymaking" conjures images of political policies, whereas SOAP is about building security policy documents, therefore "policy-building" is more appropriate and doesn't require a change to the acronym. The hyphen is awkward though, so perhaps "policywriting" may be a better choice.
