Retext refinement #12

This PR is an attempt to refine the retext plugin that will do most of the heavy linting 😉 for the content linter, retext-simplify.

This PR itself is small, but it leverages work done for retext-18f-simplify, which replaces the default rule patterns with rules created by @coreycaitlin in retext-18f.
