Set up configuration for cloud.gov #6

This PR makes configuration changes that allows the repo to be deployed to cloud.gov.

I have pushed an app called content-linter and deployed it to https://content-linter.apps.cloud.gov

Merging because this branch doesn't have the circle config. It is in the remark branch
