Exposure histogram tool in GPITV should ignore bad pixels #25

This would be easy to implement, just grab the appropriate bad pixel mask from the caldb and ignore those pixels when computing statistics.

Recovering rm journals for issue:

ingraham: This should be implemented using the DQ frame not a bad-pixel mask. This is something that can be done for version 1.4 (but low priority)

mperrin: This is low priority and basically nobody uses the histogram tool often enough for this to be worth effort, IMO. Unless anyone objects I suggest we just close/reject this issue.
