Pol spot position calibrations - need an automated check that the correct spot pairs are matched together. #31

As noticed by Max, sometimes the polarization spot mapping primitive gets wrong which set of spots go together as pairs. There should be a check for this, either as part of the pol spot calibration primitive or a separate quality check primitive.

Recovering rm journals for issue:

mperrin: This also seems reasonable to do in 1.4; could be a good starter task to give to a new-ish grad student interested in polarimetry mode.

Related to #438

mperrin: No yet thought about since March, probably doesn't make it into 1.4.

mperrin: I assume there has been no significant work on this one, due to other higher priorities? And I don't think it's worth a crash effort in the next week or two - do you? So I'm going to bump this to the next release down the line.

maxmb: Seems appropriate. I don't think I'll have time to get to this in the next week.
