wavecal and polcal creation should check positions of the low throughput lenslets #34

Now that things are set up so that the low throughput lenslets are in the same lenslets in pol and spectral modes (nominally), we could add a function that verifies this when creating a wave cal or polcal. This would raise an alert if the flexure was ever enough to shift things by 1 entire lenslet.

Recovering rm journals for issue:

mperrin: I still think this would be a good check. It will be particularly important once we start including correction for the lenslet flat field as a standard part of most reductions. So I'm going to flag this as target version 1.4

mperrin: Closely related to #413. May or may not make it into 1.4 since no action on this yet.
