Clean up CalDB file matching logic code #82

This has gotten a bit spaghetti-code like and I should clean it up sometime. Remove unused/deprecated matching rules we don't use in practice, better integrate the wave cal elevation matching logic into the rest of the function flow, remove some of the large commented out blocks, etc.
