blank template in the data reduction tool #88

I often encountered the situation where I just need to apply a specific primitive to the files but I have to selected an arbitrary recipe and delete all the primitives auto selected. Thus, in the recipe eidtor, it will be nice to have a blank recipe. Thank you!!!

This seems like a minor improvement with an existing work-around so I'm inclined to keep this priority low.
