official update site with dates #10

in order to be able to deploy ALE engine in the studio (see https://github.com/eclipse/gemoc-studio/issues/119) we need an official update site that can track versions instead of directly relying on jenkins which shows only the latest build

(ie. something similar to k3 updates sites)

previous version (2018-06-15) from Jenkins has been archived in http://kermeta.org/gemoc-ale-execution-engine/updates/2018-06-15/
note, this version is compatible with studio 3.0.0 but not with 3.1.0 ...
