Approve Only Mode for Rewards #8

Make it so rewards have to be approved via the redemption page on twitch by a mod so the reward actually comes through.

This might cost people points when there are issues with the redemption.

Implemented in f35f59baeb082e7fc7b9471842565e67d61302b0

Maybe I can do some pre approval checks so we can directly deny redemptions which won't be valid anyway, because we can't refund points anymore if it happens

In 6517d491199cce8ec69b69eed28075813b6dd2ab I made bttv redemption more advanced so they get instantly denied if they don't qualify anyway
